The Bertrand Block was built in 1900 for confectioners and tobacconists Bertrand & Co. The business was owned by William Bertrand and his partner, Arthur P. Jeffrey. William Bertrand operated the successful store for over sixty years.

The block has been dramatically altered, with the original façade completely covered by siding. When it was first constructed, the block was a handsome one. The design featured a brick façade with a large palladian window. The most prominent feature was a pointed roof line surmounted by a finial and balls.
