The Halpin Block was constructed in 1892 for N.J. Halpin. Halpin, a druggist and optician, established his business in Brandon in 1884. After Halpin’s death in 1903, the business continued until 1911. Two other drug stores have operated at this location: McCulloch’s Drug Store and Brown’s Drug Store. In 1945, the building was acquired by the Jo-Ann Accessory Shop which was located at 912 Rosser Avenue for over ten years.

The block was designed by architect Frederick J. Chubb. Unfortunately, the patterned brickwork is now covered by stucco and metal cladding.
