New Heritage Incentive Program Drafted

The City of Brandon completed an internal review of the current financial incentive program that encourages owners of Municipal Heritage Sites to preserve, restore or rehabilitate buildings or properties that have significant heritage value.  The review concluded that the program is not effective in encouraging heritage conservation compared to other communities in Canada.  This assessment was confirmed based on the feedback the City of Brandon received at the January 24, 2017 public information session and from individual correspondences with affected property owners.

We have drafted a new by-law and procedures based on the feedback we received from the public, the Municipal Heritage Advisory Committee, other City of Brandon departments and City Council.  The intent is to make the heritage incentive program more robust, supporting more significant heritage conservation projects that typically have “premium” costs associated with materials and labour to restore heritage character elements compared to using contemporary methods.
